Описание: Currently (2019) in the London Borough of Haringey, the "general" waste bin is is collected every fortnight by the Veolia the Council's contractors, The green top recycling bins are collected every week. But well before the fortnight cycle is complete, there are blocks of flats with every bin crammed full. So full that the lids are open for anyone to add their little extras. And when the bins won't balance any more stuff on top, it's left on the ground. Or maybe parked on some nearby grass. Or perhaps stashed into a nearby hedge. On 4 June 2019 this green-top recycling bin had been tagged as "contaminated" and not collected. Although residents seemed to be genuinely trying. What were they doing wrong? One thing is that at least some of them were putting recyclables into the bin inside non-recylable plastic bags. There's a message written by hand - possibly with a marker pen. I've rotated and photo-edited the image to make the lettering more distinct, it reads "NO PLASTIC BAGS IN THIS BIN PLEASE. The half full plastic tomato ketchup bottle doesn't help either. When a system ain't working, it needs fixing/altering/improving. When officialdom or its agents take the same failing steps they are likely to achieve the same failed outcomes.
