The tower is on land previously owned Haringey Council. It was sold to Grainger plc. The building previously on the site was called 'Apex House'. It provided face-to-face services for residents. That was in the days before IT companies persuaded elected local councils an expensive fantasy: that such services could be provided online by a magical process called "channel shift". Under the mantras of "digital by default" and "doing more with less", this aims to reduce transaction costs as low as possible. While claiming that services are as efficient - if not not more efficient - than ever before. The approaches appear to range from encouraging people to use online digital tools; to insisting people use them as the first option; to compelling them because there's no alternative.
