That it's not the several thousand 'ordinary' people, who regularly leave small items of rubbish. Stuff which includes empty bottles, cans, cardboard boxes, take-away chicken remains, and old clothes. Occasionally there's larger waste such as an old fridge or mattress dragged out. Maybe the "We're looking for you" poster suggests instead a mysterious and small number 'of them'. Perhaps white-van-men? The 'Mr-Bigs' of organised fly-tipping?
