Описание: Sunday 15 January 2017. Dumped rubbish bags next to one of the litter bins outside Mulberry Primary School in Parkhurst Road N17. This one is near the junction with Sherringham Road. What can a local council - or Veolia, the Waste Contractors - do when some people routinely and regularly leave rubbish in the street? The following day I again walked past Mulberry School on my way to the dentist. The bags shown in my photos had been cleared before I had time to report them. A sign of efficiency? Up to a point. In my opinion, a local council or its contractors endlessly collecting rubbish regularly dumped on the street is running an informal "'Third System". which is expensive and wasteful. It also means that our streets are often dumped and sometimes littered. In a very real sense running such a "Third System" can validate the dumping as "normal". It may give an informal "message" to many people that it's okay to dump here, because sooner or later, somebody will come along and clear it. That applies to people who move into the area. And to children and young people who "learn" from their own eyes that this is how adults behave. What are the three systems? One, the main, official system is collection of waste from homes and business premises. You are asked to store your waste until trucks drive round to your street and empty bins etc. The second official system is one or more "bring" facilities where people can take their waste to a recycling or site. So what I call "The Third System" - now semi official - is tacit toleration of rubbish left on the streets or down a back alley or other places.
