There is simply no way that city leaders want this to happen. Tourists bring gobs of out-of-country discretionary dollars into the city; hoteliers and restauranteurs want us to be happy and safe, so we come back and spread the good word to others. And yet the city can't protect visitors at a major attraction like Plaza del Congreso. Pure, self-defeating dysfunction. Tourist industry hari kari.
